Edifer’s Venture Wins Braga Hospital Contract Award

The “Escala Braga” venture (of José de Mello Saúde, Edifer and Sacyr/ Somague) was officially declared the winner of the call for tenders for the new Braga Hospital building and management, by regulation n. 6660/2008 of the Ministry of Finance and Public Administration and the Ministry of Health, published on the Official Journal dated last Friday, March the 7th.

According to Rui de Sousa, Edifer’s management officer at the “Escala Braga” venture, “the Braga Hospital is the largest one foreseen in the scope of Health Public-Private Partnerships and it is qualitatively different from others, as it is also a university hospital.
Also, the Braga Hospital is a Replacement Hospital, and the venture will be managing the present São Marcos Hospital during the new Hospital building.
In practice, this hospital unit will be a direct attraction to an economically and socially dynamic region, namely in the Braga, Amares, Póvoa de Lanhoso, Terras de Bouro, Vieira do Minho and Vila Verde districts. It will also be a second reference hospital unit for the overall counties of Braga and Viana do Castelo, in all specialties foreseen for the new hospital.
Under this PPP model, the private venture builds and manages the hospital and the State pays for the health services rendered, with a substantial decrease in costs the State would have to bear if it would build and manage the hospital with public funds.
Under the signed contract, the Braga Hospital will have a building and maintenance period of 30 years and a clinical management period of 10 years.
Characterization
The new “Escala Braga” hospital, with a 706-bed capacity and around 1800 people/employees, has an approximately 99,000m2 clinical area, within a total 140,000m2 building area.
The global investment is estimated to worth 794.5 million Euros, the building investment reaching approximately 120 million Euros.
That is a 27-month building period, to probably start only in January 2009.
Still to be referred, the call for tenders was released in January 2005 and the bid submitted in September 2005, with a 30-month decision period.
According to Rui de Sousa, “the next steps will be the contract draft preparation, followed by the approval of the Court of Auditors, after which the building may be started”.
Up to the present, the Cascais Hospital was the only one awarded to a private venture, competing with “Escala”. Still under evaluation are the final bids for the Loures and the Vila Franca de Xira hospitals, for which “Escala” is one of the two tenders invited to submit the best final bid.
Regulation n. 6660/2008 – Design, Project, Building, Financing, Maintenance and Operation of Braga Hospital, under the Public-Private Partnership (PPP) model. It proceeds with the contract drafting conclusion with the winning tenderer Escala Braga Venture.
